Coordinationboards Digital Administration

Plattform Digitales Österreich (PDÖ)

In Austria e-Government is organised as a cooperation between the federal government, states, cities, municipalities, and the economy. The "umbrella brand" for e-Government in Austria is the "Plattform Digitales Österreich" (PDÖ), created in 2005 by a decision of the Federal Government, which represents the Federal Government's coordination and strategy committee for e-Government in Austria.

The agendas of the "Koop BLSG" committees (co-operation between federal and state municipalities) and those of "ICT Bund" are published by the Chief Information Officer (CIO) of the Confederation, O.Univ.Prof. Dr. DI Reinhard Posch (Chair) and Mag. Peter Kustor (CEO).

Koop-BLSG

The Koop-BLSG is the core of inter-territorial cooperation in the e-Government sector. Members of the Koop-BLSG are representatives of the federal government, the federal provinces, the municipal and city union, the economy, the Main Association of Austrian Social Security Institutions and the liberal professions.

Communication platform "e-Government reference server"

This is the joint communication platform for the federal government, provinces, municipalities, communities and partners concerning e-Government topics.

eGovernment Reference Server

A modern, secure, flexible and expandable IT infrastructure is vital for e-Government. In the process of digitalising the public administration and its services, recommendations were developed, as well as standards adapted and implemented.

The exchange of information between the parties takes place via the e-Government reference server. The platform is steadily expanded and updated and it represents one of the most important information sources for the federal government, provinces, municipalities and local communities, as well as businesses and project partners in various branches. The jointly developed recommendations (based on the cooperation papers) are published on the platform in the form of conventions, information messages, best practices, white papers and use cases either as findings of the working groups, recommendations or standards.

Currently, there are four (permanent) BLSG working groups: Infrastructure/Interoperability (AG-II), Integration/Access (AG-IZ), Law/Security (AG-RS) and Presentation/Standard data (AG-PS), as well as individually assigned project groups.

ICT-Bund

The ICT-Bund which is the Federal ICT Board supports the Federal Ministry of Finance with general information and communication technology (ICT) matters. It is at the heart of interdepartmental ICT coordination at federal level and it defines common approaches and strategies as well as supporting the implementation of joint projects. Strategic initiatives are discussed, joint project approaches developed and standards, interfaces and specifications coordinated by the federal government.

The current task of the committees is based on the common strategic objectives and the jointly defined annual work programs. In addition to the already successful "electronic" government solutions, the focus is currently on the further development of the "mobile" government. The market penetration of smartphones in Austria has now reached 94 percent. In view of this density, usage has shifted massively towards mobile applications.
