The expansion, implementation and simple operation of electronic official services are among the priorities of the Austrian federal government.
 

The Austrian administration is one of the most advanced in the world. When it comes to digitalisation, Austria benefits from early decisions and a consistent strategy. The eGovernment Act is the centrepiece of Austrian eGovernment law and the basis for digital Austria. Legal standards such as clear identification and authentication through a qualified electronic signature made it possible to sign applications and contracts electronically. It was updated in the course of the EU Regulation on electronic identification and trust services for electronic transactions (eIDAS Regulation).

Digital administrative services

Digital networked services such as electronic payment or electronic delivery were only made possible by the ID Austria ID card option. The technical implementation is carried out by a free e-government, with open source components, integrated into the respective applications. Information and service platforms of the Austrian administration on the Internet

At oesterreich.gv.at, selected official channels can be conveniently processed electronically. With the Digitales Amt app, you always have all digital official channels at your fingertips on your mobile device.

For businesses, the business service portal (usp.gv.at) is the central point of access for processing information or transactions directly from your desk.

The financial administration's most important e-government portal FinanzOnline for tax returns and other applications is available free of charge around the clock. The FinanzOnline [+] app can also be used via the Digitales Amt app.

Certain federal funding applications can be processed directly via the transparency portal.

Attacks on computers, smartphones etc. are becoming increasingly complex and professional. The ICT security portal (onlinesicherheit.gv.at) provides extensive information on the safe use of the internet and digital technologies.

On the homepage of the federal legal information system (ris.bka.gv.at), for example, national law, European Community law (EUR-Lex) and the case law of the supreme courts, commissions and tribunals can be consulted.

Accessibility on the Internet

All citizens should be guaranteed access to the Internet. Information and communication technologies (ICT) offer people with disabilities good opportunities for participation if they are accessible. Technical solutions can thus guarantee equal participation.

Under Barrier-free web - Internet access for all you will find information on the concept of "barrier-free access". It comprises principles and techniques that must be observed when designing, creating, maintaining and updating websites and mobile applications in order to make them more accessible for users, including those with disabilities.

Participation in the digital age

Public participation or involvement in administrative projects is feasible and brings many benefits. In 2020, the Federal Ministry of Arts, Culture, Civil Service and Sport (BMKOES) published the Green Paper: Participation in the digital age. By structurally linking participation processes to the political-administrative policy cycle and formulating key questions and considerations, the Green Paper creates the fundamental framework conditions for successfully integrating participation processes into administrative work. With the help of data, public administration can become more objective, transparent and citizen-centred. Utilising data intelligently and productively enables the administration to make innovative processes and better decisions, among other things. The federal government's reporting platform has created a foundation that provides both data collection and visualisation of the federal administration's data. The data dashboard on Digital Austria shows interesting (non-personal) data sets of the Austrian administration.

Open Government Data (OGD)

Open government data is data that is made available to the general public free of charge for further use. By specifying a Creative Commons licence, open data gives all interested parties the security of being able to use it for any purpose.

In the interests of national visibility and transparency, the data portal data.gv.at was created in 2012 as a central catalogue for the metadata of the decentralised data catalogues of the administration in Austria.

Ensuring cyber security is a central joint challenge for the state, economy and society in a national and international context.

Austrian strategy for cyber security 2021

The National Security Council (130 representatives of Austrian stakeholders) has developed a concept to protect Austria's cyberspace and people in virtual space. The Austrian Strategy for Cyber Security 2021 (ÖSCS 2021) forms the strategic framework for the national cyber security policy and for the long-term creation of a secure cyberspace as a contribution to increasing the resilience of Austria and the European Union through a whole-of-government approach.

Reporting security incidents in IT systems

The economy and public administration are increasingly dependent on a functioning digital infrastructure. GovCERT Austria is the Government Computer Emergency Response Team for public administration in Austria. It is also an explicit goal of GovCERT Austria to promote the establishment of CERTs and CSIRTs (Computer Security Incident Response Team) in all sectors.

ICT security portal

The Austrian ICT security portal onlinesicherheit.gv.at is a specialised website that makes a significant contribution to increasing user-friendliness in all matters relating to Internet security. Extensive information is provided on all aspects of the Internet and its use. The initiators of the portal are the Federal Ministry of Finance and the Centre for Secure Information Technology - Austria (A-SIT).

Data protection

The public must be able to trust that certain personal data will be protected. The EU General Data Protection Regulation (GDPR - Regulation (EU) 2016/679) and the Austrian Data Protection Act (DSG - as amended by the Data Protection Amendment Act 2018) have therefore been in force in Austria since 25 May 2018.For citizens, the regulation means more protection of their personal data.

The Data Protection Authority (DPA) ensures compliance with data protection in Austria and provides further information.
