Rolling Corridor – Exit
The Rolling Corridor – Exit serves the purpose of customs supervision for the transport of goods exiting the European Union to Switzerland or the Principality of Liechtenstein, which do not originate at an approved location of an economic operator in Vorarlberg.
In addition to exports, a means of transport registered for the Rolling Corridor – Exit may carry other goods subject to the following customs procedures, provided these are listed in the pre-notification:
- European Union export clearances
- Specification of an MRN
- Specification of an invoice up to EUR 1,000 and up to 1,000 kilograms
- Goods under the European Union transit procedure
- Goods under the ATA procedure (ATA Carnet, eATA)
If the certification of documents is required, this must be mandatory specified in the pre-notification.
The process flow of a Rolling Corridor – Exit is shown in the graphic below:
Explanations of the Process Steps
The means of transport is located outside of Vorarlberg:
- The IT system of the economic operator sends a transport notification (if not already available) to the Swiss customs IT system and receives an electronic message in response.
- The IT system of the economic operator sends a corridor pre-notification (rolling) "IEATBT41" to the corridor module. Optionally, this message can include consent to receive the arrival information "IEATBT43" as well as any intended document certifications at the border customs office.
- As confirmation of the successful corridor pre-notification and the creation of a new business case (border transaction), the corridor module sends a corridor confirmation (rolling) "IEATBT42" and the Corridor Pre-notification Confirmation Slip (KV-BS).
The means of transport is now in Vorarlberg:
- If the LPR cameras on the major road (A14, S16) detect the registration number of the means of transport specified in the pre-notification or can successfully assign it to a BT, the corridor module sends the electronic message "arrival information" "IEATBT43" to the IT system of the economic operator – provided the relevant consent has been given.
- In any case, the IT system of the economic operator sends an arrival notification (rolling) "IEATBT44" to the corridor module, which responds with an arrival confirmation (rolling) "IEATBT45".
- The economic operator transmits the electronic message "arrival at exit" (IE507) for all MRNs carried in the transport to the AES.
- Upon receipt of the "release for exit notification" (IE525) for all registered MRNs from the AES, the economic operator sends the AES completion notification "IEATBT46" to the corridor module.
- After checking the transmitted MRNs, the corridor module sends the message "AES completion confirmation" (IEATBT47), which contains the Customs Border Exit Document (GZS-AS). From this point on, the means of transport is authorised to carry out the border crossing.
- The border crossing at exit is recorded digitally in the corridor module. Any document certifications are carried out at the border customs office beforehand.
- The corridor module sends the electronic message "border crossing confirmation (exit)" "IEATBT53" to the IT system of the economic operator.
- The corridor module closes the business case (border transaction). The IT system of the economic operator in Vorarlberg sends the electronic message "actual exit notification" (IE590) for each export declaration transported in corridor traffic.
Cancellation and Special Notes
- Cancellation: A business case can only be cancelled as long as no border crossing has taken place. The economic operator's IT system sends a cancellation message "IEATBT90" to the corridor module. As confirmation, the corridor module sends a cancellation confirmation "IEATBT91".
- Process Optimization: To ensure smooth processing and avoid downtime, it is recommended to automatically generate the messages "IEATBT44" and "IEATBT47" immediately after receiving messages "IEATBT43" and "IEATBT46".
- Automatic Cancellation: If no further message exchange occurs within 120 hours after the corridor pre-notification (IEATBT42) and the vehicle is not recorded on the customs road, the transaction is automatically cancelled (IEATBT49).
- Missing Arrival Notification: If the means of transport reaches the border without a reported arrival in Vorarlberg, the economic operator receives a reminder message (IEATBT48). A border crossing is only possible after the subsequent submission of messages "IEATBT44" and "IEATBT46".
- Error Handling: If errors occur (e.g., failed checks), these are reported via message "IEATBT99". It is essential to wait for all relevant confirmation messages.
- Simultaneous Use: The simultaneous use of a registration number for several corridor transactions in the same direction is not permitted until the current process is completed.
"Digital Recording Customs Road" Service
To facilitate the arrival notification (rolling) "IEATBT44", the customs administration provides a free digital service for information transfer regarding arrival on major roads. This is enabled by LPR cameras (License Plate Recognition) on the A14 motorway (Hörbranz) and the S16 expressway (Bings).
Due to unforeseeable circumstances (traffic, weather), the transmission of arrival information "IEATBT43" cannot be guaranteed. Regardless of whether this service is used, the economic operator remains obliged to report the arrival in Vorarlberg via message "IEATBT44".
